Coal-to-clean transition: Southeast Asia amid Hormuz disruption

Southeast Asia stands at a pivotal moment in its energy transition. Electricity demand across the region is rising, yet coal continues to anchor power generation, supplying 45 percent of ASEAN’s electricity in 2025. The 2026 Hormuz Strait disruption exposed just how exposed fossil-fuel-dependent power systems are to global energy shocks, sharpening the case for energy systems that are more diversified, resilient, and renewable-based.
To keep electricity reliable and affordable while accelerating the shift to clean power, Southeast Asian countries need practical, sequenced transition pathways. It should start with workers and communities, extending to provincial economic diversification and corporate strategy, reaching into power system transformation and coal fleet management. This approach will ultimately shape the macro policy architecture of energy security and transition finance.
Agora Energiewende has taken on these questions directly through two recent studies Five Enablers for a Coal-to-Clean Energy Transition in Southeast Asia and Reforming Power Purchase Agreements for Flexible Coal Power. Together they map which policy measures can deliver a fair and resilient transition, how coal-reliant systems can absorb rising renewable shares, and how reforming existing contracts can unlock flexibility from coal fleets already in operation.
This webinar brings these findings into the room. We will present key results from both studies and open a discussion on practical, regional pathways, from power purchase agreement reform to power system planning. Stakeholders from the policy sector, industry, academia, and civil society will contribute to the conversation. Join us to explore what it will take to build secure, affordable, and sustainable power systems across Southeast Asia.
