Masha Smirnova

Lead EU Buildings Decarbonisation

Masha Smirnova joined Agora Energiewende in 2026 as EU Lead for Buildings Decarbonisation, where she works on the clean heat transition in the buildings sector with a focus on EU-level policymaking and a socially balanced transition.

Prior to this, she worked for seven years with Eurocities,where she led policy and advocacy work on social and climate policies. She also led capacity-building initiatives among cities on climate-resilient urban transitions and managed projects in the areas of the built environment and energy poverty. Before joining Eurocities, she worked with several civil society organisations on social rights and public health, including leading projects on environmental determinants of health and sustainable development, as well as at the Bonn-based empirica Communication and Technology Research in the field of digital health and innovation.

Masha holds a master’s degree in Health Management from the University of Applied Sciences Krems, Austria, and a master’s degree in International Politics from the University of Manchester.
